Which is best and why?

Really depends on what you want to do.

If you want to do it without data loss (for archiving), look at something like monkey's audio or FLAC.

For "lossy", mp3 is ok. Modern formats like acc and wma are better designed. Although, most tests favor ogg for better quality as similar bit rates.
