I have had the same problem many times. Move your cursor to the task bar, left click and hold, drag the cursor to the bottom of the screen and release. It should move to where you want it. It may be slow to react, depending on the programs running.

Right click on it, to make sure the "Lock the task bar" is not ticked. Then left click drag it to the bottom of the screen, then right click the bar again and choose "Lock the task bar"
