According to Microsoft, this error is caused by a macro running in a database that is not trusted. You can either move the database to a trusted location, or trust the author of the database. Here it the KB Article on this issue: http://support.microsoft.com/kb/931407

Another reason why this happens is due to network permissions. The user accessing the application will need alter,read, write and execute.
