Is Corel Paint Shop Pro Pic X2 also good if I want to edit my scanned artworks? Like add lights, different colors, textures, ect… and not only for photographs?

Yes, yes.. I've heard many people say before to get Photoshop or Photoshop Elements… I've even looked into Corel Painter X and compared prices. I know those are all “art” software. But, can Photoshop elements draw and color line arts and not only edit photographs?

I'd suggest investing in a piece of software that can do both art editing AND photography filters/post-processing. That'd be Adobe Photoshop.

You can do 'ALL' that with Paint Shop Pro, it just takes time to get to know the program and then with that knowledge and plus some extra plugin/filters added to PSP you can achieve anything you want with this neat program, I use PSP9 but they’re all pretty much the same.
