I have seen a program that lets you choose the program you want to open without selecting it on the bottom. For instance if you’ve word, excel and the internet open a tiny screen pops up and you can choose which one you want to restore. 10 points to the first one that gives me the right answere

Try pressing Alt tab while holding alt. That brings up a little box and you press tab to cycle through. To get the selected window you release alt and tab. Not a program but I think it works the same.

Adobe has a program that lets you select any program by clicking to window. The program is called Adobe Bridge.
