The Adobe CS3 Master Collection has more features, and it is more expensive to upgrade to it from Adobe CS3 Design Premium later then to buy it right away. But it seams to me the Design one has all I need, thought I am not sure. Anyone more experienced!! Please ,would you get the Master right away and skip the Design Premium ??? Is it really more helpful?? Or is the Adobe CS3 Design Premium really enough to build a dynamic web sites?

Are you planning on getting into Video production & editing? I don't mean encoding video in Flash to play in a web page, I mean real, standalone videos that you can play in a DVD player. If you are and if you simply MUST have the most expensive, fully featured system then go for the Master Collection.
If however you are wanting to do graphics and webpages perhaps with a little print work somewhere along the line and have no plans to do video then go for either the Web Premium pack ($1599) which I think would be far more relevant to your work or the Design Premium pack ($1799) with some features I doubt you'd use.
I got the Web premium pack and it's got everything I could possibly need for website design and publishing (and a lot I don't use, yet!) but for video work I also have the Final Cut Studio suite from Apple which (in my opinion) performs 100 times better than the Adobe video offerings and costs $1500 but I only got this because I do quite a lot of video work as well. It's not a requirement for anyone who wants to do web or graphic design :o)
