what is the point of safe mode is it safe for windows or your pc what does it do ?

Difference between Safe mode and regular mode is that when your computer is booted into safe mode, it uses a required minimum of all system resources to start your computer.

One example why you may need a safe mode - you've changed your screen resolution to something your monitor doesn't support and you can't see menus and buttons to change it back. You restart your computer, pressing F8 to boot into safe mode, open up desktop preferences and change your resolution back to whatever you need, then restart your computer and you're fine.

it is for diagnostics, to clean up a PC sometimes you use it for spyware, and stubborn viruses just because it doesn't load all the extra programs you've installed that begin when you normally boot your PC.

If a PC is acting up regularly, but runs fine in safe mode, chances are it's nothing hardware-wsie, but software… and can be quite difficult to pinpoint the issue at times.
