when applying the default web page as 'blank', also its not done..it;s a spyware's page threatening about spywares in system and prompting me to download their spyware…

Seems like you got infected with Adware…I had this before. Run your Antivirus scan. It should catch it and delete it…if it doesn't, use an antispyware program if you have one and run a scan. If you don't…go to the link below, and download Spyware Doctor starter edition…it's free. Run the scan…that should catch it.
