found the file on my computer can not access it delete it or scan it but definitely causing a prob what can i do have tried norton is finds 10 files on there as threats but wont do anything with it. it is a dat file and states cant access it or anything

This is a necessary system file that stores personal settings for each user on a personal in Vista. You would not want to delete it anyhow as your computer wouldn’t run problem then. You can edit it though as it is basically linked to your registry and you can edit the registry using the regedit command in your search box in Vista.
