I have done various malware scans and nothing did the job.
I have also download various pop-up blockers, and nothing worked.
Is there anything I can do to stop these annoying pop-ups from coming up on my computer?

Your computer most likely has a Lop malware infection.
A pop-up blocker WILL NOT stop Lop (CiD) pop-ups.

IT could be coming from a program you have installed on your computer.
Turn off all programs from starting when the computer starts.
Click on START > RUN and type MSCONFIG in the text box and click OK.
When the System Configuration Utility comes up go to the SERVICES tab and tic HIDE Microsoft Services then untic all the services that are left. Next click on the START UP tab and untick everything. Click OK and reboot the computer.
IF the pop up goes away then it is being caused by one of the programs you unticked.

Based on what I've seen, this is a particularly nasty spyware variant. It seems someone else had luck by following these instructions (not mine…see my source link for credit - I have not personally dealt with this spyware varient):
"Restart your computer, and begin tapping the F8 key on your keyboard. Continue to do so until the Windows Advanced Options menu appears. If you begin tapping the F8 key too soon, some computers display a "keyboard error" message. To resolve this, restart the computer and try again.
Using the arrow keys on the keyboard, scroll to and select the Safe mode menu item, and then press Enter.
Search for and delete these folders:
C:\Documents and Settings\Administrator\Application Data\Bleh Face Warn
C:\Documents and Settings\All Users\Application Data\Cakesafesectmail
Restart normally."
