Answer:
Check to see what policy Freewebs has on this and don't forget to check what the policy is on copyright because I honestly can't remember. I know they have a policy of what type of files can be placed on the site and my son found out that it was now being policed quite strictly. He would upload a game program file that ended in .exe (just for his own sake so he could transfer it between home and school while he did his project) and one day, it wouldn't work any more because they were stopping it from being allowed. You may find you can't put up .mp3 but can put up midi files. If you have trouble finding that info, go to the Freewebs forum and ask in there - they're a good bunch of people.

If you’re using html to make your site, go to this link for details of how to do it:

I don't remember what it available if you are using the other method but I do know that you will need to use the File or Site Manager to upload the music file first. Freewebs has a file size limit of either 500kb or 1mb (I think it's 1mb) so take that into account. Also, remember that the more massive the music file, the longer it will take before the page loads and that gets very annoying.

Then you will need to set it as either background music (not suggested - see the link above) or as something that the visitor has control of.
