How can I make my own cartoon?

I want to make a cartoon on my personal (like 2D) but I dont know how and I dont want to purchase anything for it like a special program. Does anybody know how just using the computer?

Without purchasing anything you could use moviemaker to create a cartoon. You'd have to draw each frame. I'd advocate picking up a Flash program and doing it in that, it would be much easier for you.

think of a character.a blob,a person,a super hero,tongue anything.make up stuff it does.get hurt a lot,save lives,spy,swim.anything.that's what i do.give it a name.give it a sense of humor,make it always angr,happy,bored,boring(but i wouldnn't recommend this)have fun!
