Follow me, here's a STEP-BY-STEP guide for what you need to do.

What you'll need is a domain name. Go over to http://AletiaNIC.com and register for a domain name. You can see what's already available and what you can register. They'll also give you recommendations if your domain name is taken. Their pricing is awesome…about $10 for a whole year!

Then you're going to need hosting. And I've found (from personal experience) that JaguarPC is TOP-NOTCH.

Why don't you set up your own hosting company in the privacy of your own back bedroom?! All you need is an old PC (anything 400MHz or faster will be plenty), an ADSL connection **with a static IP address** and a copy of Ubuntu Linux. The server edition already includes Exim 4 for e-mail and Apache 2 for serving up web sites. You can sort out domain names with any registration company as long as they’ve a DNS control panel.
