I am using modify>convert>layer to table
and response is > This file cannot be made compatible with 3.0 browsers because it contains nested layers.
Answer:
When converting layers to tables in dreamweaver, keep in mind that
a: you cannot convert overlapping layers
b: you cannot convert nested layers into tables, which means that you need to remove any code related to nested layers. You can change the nesting of your layers in the Layers pane by dragging your layer to a new location.

do you have layers within layers? remove them from within the other layer and set the positioning on them so they look ok and try again. also if they are set to % widths change these to an exact width in px, this might help.
i dont know why you would want to convert to tables for a layout to be quite honest, tables are really not the way to go anymore unless they are holding data or doing something layers cant.

if you have nested or overlapping layers that will not be possible remove the code for those layers or move them somewhere else then you will be able to do that.
