I can open a new tab using a center click on a link. The tab is created but remains inactive and must be clicked to bring to the front. Is there a way to automatically bring it to the front when created with a link?

You Can't… That's the downfall of the Google Chrome.
Several people have already asked Google in the forums to improve on this and they'll be working on it.
Answer:
Chrome might have a preference (other browsers with tabs do) along the lines of “Open new tabs in background” which you can disable.
Nothing an author can do could force it.
