As the web costs £20 per month could you share the connection (and cost, line internet) with your next door neighbour if you are both in full agreement!
One person as a wireless modem router and phone line the other person uses the wireless connection for the 2nd computer.
As you can pick up the signal with in a certain radius for both parties can you see any unforseen problems?
If the 2nd uses had an internet phone then they could make voice calls also.

It is actually illegal to do that, but if you both agree who is going to know about what your doing except you 2.??. if the owner of the internet account pays the ISP then i guess you would give them half back or whatever that way the ISP probably wouldn't know what is going on as long as they only receive the one correct payment.

One problem, what if your neighbour turns it off? Then you loose your world wide web connection.
If they use the web for downloads etc, then your internet will be slow or not work at all.
Finally i'm not sure whether it will go through so many walls, some routers will but not all i had a belkin one and the signal used to go to the end of my garden about 8m or so but now my new router which is a zyxel struggles to give a good signal within the house let alone in the garden, so the signal depends on the brand.

Yes it's called a network. There are two down sides though.
-If you both are using it at the same time you’ll both be using bandwidth making your Internet experience a slower.
-The master of the network (if they want to) can monitor what you are doing.

Well depending on what your neighbour is doing it might make your internet slow, also if your neighbour does anything illegal eg.illegal downloading and the police track it they might think it's you! The master of the network can also monitor what you are doing if they wish!
