I'm looking to upgrade from me 8600GT 1GB. Here are my specs:

Intel Core 2 Dou 2.66GHz (Dual, core so its at 5.66GHz)

2GB of RAM

400 Watt power supply

XFX 8600GT 1GB

Vista Home Premuim 32-Bit

I'm willing to play up to 220$ but I want some thing that has atleast 512MB of VRAM and DX10 that also works with my 400 Watt.

Unfortunately, most of the $200-range graphics cards need more than a 400W psu..

The Radeon 4850 is the most powerful of that bunch, but it's power hungry and probably needs a 500W psu. Same with cards like the 9800GTX and 8800GTS.

The GeForce 8800GT and Radeon 3870 *might* work with 400W. It's not an ironclad guarantee, but users have reported sucessfully running the 3870 on stock Dell power supplies (see the NewEgg comments)

BTW, the amount of VRAM is less important than the speed of the VRAM. A 1gb DDR2 card sucks compared to a 512mb DDR3 card.
