Answer:
Erase and Format are 2 different concepts.

Format is when you just do the standard preparation for the re-usage of a disk or hard drive. This is good 99% of the of time. But the information can still be pulled off the drive by high tech means.

To erase a drive or disk requires a third party software like one called Eraser from

This will over write the drive many times and then reset the bits back to 0 so that no data can ever be pulled back from the drive by any standards that exist this day.

So formating is for the preparation of reloading th OS and

Erasing is for security.

If you’re getting rid of a drive, I suggest erasing.

The format option is to clean the harddrive but you should do this somanytimes. if you do the drive will get damaged in less than a mentioned life time.

Secondly, sometimes the OS doesn't allow to upgrade or downgrade without format option.

Sometimes the virusus don't get off so that people formats the drive.
