Turn On Sharing So Anyone With Network Access Can Open Files
is this stating that anyone in the world with network access could open my files or only those that are hooked up to my network.
Also do i have to tell it to only share with a certain folder or can anyone just open any of my files.

I don't think you have the secret formula for Coca-Cola or something important that anyone would like to see.
if your computer has a firewall, you have nothing to worry about.
When you turn on file sharing, only those PCs in your domain or workgroup can access them. (those that share the same gateway, or router)
if you are sharing files with, lets say, just one more computer other than yours, then there is no problem.
do you want to make sure who accesses your files?
then follow this instructions!
1. Go to control panel, Folder Options, View Tab, all the way down there is a check box that reads 'use simple file sharing',
uncheck that and hit apply.
2. Look for the folder that your sharing, right click and go all the way down to properties. Sharing Tab, Permissions, and from there you can set who can or can't read, change or do something else with your files.

If you are connected to the network through a gateway such as a router (wireless or wired), all the other computers connected to that router can access your files.
If you have a wireless connection, then you'll want to secure your wireless connection since it's easy for neighbours to access your network if its unprotected.
You can set passwords on your files and folders as well as drives. Right click > Properties,there should be some options you can set for sharing.
